Taxi Fare in Prague

I was in Prague two weeks ago and I was very surprised to find out that
taxi drivers (I love them where I could find them anywhere in the world ;-)
have the 'freedom' to select a hidden multiplier on their taximeter, so I
had to pay about $20 for only 3 km, and it seems to be legal!  (This
happened to a lot of people in our group - and you have to compare it
with low prices in the Czech republic, e.g. a beer in a normal pub is
about 30 cents).

The only way to prevent such a robbery is to arrange the fare *before*
driving.
