Lowering pipe pressures certainly helps to get the sound mellower,
but only to a certain extent.  If the pipes sound better at a lower
pressure they were not properly voiced for the higher!

I know a man in Holland who built a complete street organ, using the
measurements (mensures) of a famous Carl Frei organ.  He voiced them to
a low pressure to make the organ not too loud (it is playing inside his
house).  I heard it play, but the sound was nowhere near the original
Carl Frei sound!

Every type of organ, for every type of environment, needs its own
specific voicing.  That is why organ-building is an art, not just a
craft, I think.
