The President and the Grind Organ

Hello dear friends,  If you have no idea of French President Chirac
when he sings with a grind organ, have a look at this URL:

I picked this up from the front page of a French newspaper which tries
to treat human genetic manipulation with humor.

Often, in the past, politics are drawn with a grind organ and a bear
or a monkey.  For instance:  Napoleon III, Kaiser Wilhem II, Prime
Minister Clemenceau, and so on.  I also collect these historic pages.
Is it current to use these cartoons in American newspaper?
