Problem in 52er Gasparini Bass Pipes

This organ has a 7-note bass: C, D, E, F, G#, A, A#.  The large bass
stopped flutes below are accompanied by smaller stopped flutes on top.

The puzzle is the rank of 7 cello pipes which also play with each bass
note.  These are placed where Gasparini originally had the trombones.
One would expect these to play the octave of each bass note.

Unfortunately, 4 of the 7 pipes have been cut off.  Of the 3 complete
pipes, 2 sound a 4th higher than the bass, and one a fifth higher.

My question is: should I rebuild the cellos to sound the same notes as
the bass, or make them sound the 4th or 5th?
