Canadian Legal Problem: Ivory Keytops

Hi Terry and fellow MMDers,

Can anyone explain the reasoning behind the Canadian Government's
refusal to allow Ivory keys across the border into Canada. I found for
a friend a beautiful unrestored 1928 Stroud foot pump Duo-Art upright
with immaculate ivory keys. When he got to the Canadian Customs, they
wouldn't allow the ivory to come in, so after two hours of time spent
at the border they took the keys and let him bring in the rest of the
piano. Does anyone know any way that the keys might be retrieved with
ivory intact? Do anyone have any suggestion to whom I might be able to
write to obtain a sane, reasonable explanation for this action???
