Melinda:  You asked about repairing tips and dampering for a potential
music box purchase.

There are methods for doing these repairs, but they do require some
technique and, if they are done without any guidance, could lead to
problems with the musical comb rendering it unplayable.

There are techniques described in a number of books about repairing
musical boxes, such as by Arthur Ord-Hume and Roy Mosoriak, that if
followed, could allow you to do these repairs yourself.  If you choose
to do this, I would very strongly recommend that you first buy a 'junk'
comb and practice these techniques well.

There are a number of professional restorers in the US, one of the
resides in North Carolina and several are in other states that are not
that far away.
