Seek External MIDI Clock Generator

Hi,  I need the following device to complete my roll arranging piano,
which by the way, is coming along nicely.  I need to find or build an
external MIDI clock to control the note durations.  My MIDI program
will accept an external MIDI clock signal, so that is what I need to
control the "input" (record side).

This clock needs to be "stopped" until you press a foot pedal.  The
clock should advance each time you press the pedal once, and stop
completely when the pedal is off.

Since I don't think this device exists, it will probably have to me
custom made, probably using a 555 timer IC.  However, I would not have
the slightest idea how to hook it up in the MIDI input line, or what
type of signal it takes.

Any help would be appreciated, I am in way over my head here.
