Web Site Activity Counters

What does a web site counter like those offered by Honesty.com count?
If the counter is placed on a specific web page out of several on a
site, does it count only hits on that specific page or hits on any page
of the site?

 [ Most of these counters count the number of times the counter is
 [ displayed.  If the counter's web site places a cookie on the user's
 [ machine, it is possible for the counter to indicate something more
 [ useful by not incrementing if the same visitor redisplays that page
 [ within a specified period of time, such as an hour or a day).  In
 [ particular, these counters must be incorporated into every page that
 [ is to be measured.  Some counter sites provide for "invisible"
 [ counters, but they still must be accessed and this can slow down
 [ access to every page.  -- Jody
