Trouble with Jacob Doll player

Help!  I have done a partial rebuild on this Jacob Doll player.  We are
at the put it all together to play stage. but it won't.  This is a
Jacob Doll design stack.  That is the striking pneumatic is forward and
upside down.,  The stack is very tight and with low suction all the
pneumatics snap  and can close all 88 with med suction.  The wind motor
turns free with very low DIRECT suction.  This wind motors suction
comes from the top of the stack, it screws to the top with leather
gasket between top of stack and wind motor,  and has no hoses to it.
The pump has large reservoirs  and hoses out in three places, main and
one to action cut off and one to wind motor control.  It has soft bass,
treble, and sustain pneumatics.  It also has a fourth pneumatic which
is controlled buy a button between the play and tempo levers.  All
striking pneumatics, wind motor, and expression pneumatics were rebuilt
and have no leaks. (That I am aware of).  Two of the reservoirs on the
pump were recovered and new leather on the pump flaps.  Each individual
part works.  Put it all together and NOTHING  happens.  The wind motor
will barele turn over and the striking pneumatics do not move.  Pumping
by foot does not hardly make the reservoirs move. I have hooked a
suction pump on and at top suction it is almost nothing.  If any one
has any thoughts as to where my problem is, they will be appreciated.
