Holes in Flute Pipes

I have a question about a rank of pipes in my Seeburg Celesta.  When
I was removing the pipes the other day for cleaning the instrument,
I found small holes drilled in the body of the flute (I believe they
are flute) pipes.  Some of them have been covered with masking tape,
some have been covered with what looks like Scotch tape, and still
others have been left uncovered.  I'm pretty new with this and was
wondering if anyone has a clue as to why they have been drilled.
