15-1/2" Polyphon Upright Won't Play

I'm afraid all my book resources have failed me in this job.
My 15-1/2" upright Polyphon has decided to freeze up.  It went
about halfway through a cycle (without a tune sheet) and stopped.

Since I can't identify the problem other than the governor is
unable to go more than a dozen or so rotations, I'm stuck.
I can't get the tension off the spring at this point.

I should mention that it was working just fine prior to being
removed to have the case (filthy!) cleaned.  I did all the removal
and nothing occurred out of the ordinary that I can think of.
I can't figure out why it's being fussy now.  Feeling dumb.
Any ideas?
