Cleaning Rust From Metal Flanges

If the flanges are made of iron (or steel -- just test it with
a magnet) maybe you can use phosphorus-acid [phosphoric acid],
of course after cleaning loose rust with a metal brush.

And why not varnishing then, to prevent the flanges from
further rusting?
