How to Reduce Leakage Around Wooden Pushrods

A while back, I wrote that I was rebuilding a Euphona and I was having
some leakage problems in the bellows pumps and reserve.  When I blow
back into the trunk I can feel air leaking out around the two pushrods
that adjust motor speed and turn suction on and off to the upper action.

Originally I tried forcing a little silicone sealant (not caulk) into
those holes, and I moved the pushrods every once in a while as it set
to keep the rods from being 'frozen' in place with the silicone, but
now I see that that didn't work.

Does anyone have a suggestion for sealing these two holes?  Besides
rebuilding the boxes for those two valves?  How about attaching some
heavy rubberized bellows cloth, cloth side in to glue better, with a
tiny hole for the pushrod?  Is this an acceptable fix?  Since it's a
piece that doesn't move around too often (twice per roll) it should
last a while, and be easy to replace if necessary, I'd think.
