Leaks in Airmotor System

My Pratt-Read player works as-is, with the exception of the tempo
changes.  Are tempo changes due to pumping associated only with the
governor, or does the roll brake play a part?

And, before I tear into the governor, should air be leaking around the
hole for the tempo linkage?  It's loud enough to hear -- is that normal?

 [ The hold-back brake on my Pianola has little observable effect; if
 [ anything, it improves the stability of the airmotor.  There should
 [ be no leaks at the airmotor nor at the governor slide-valve rod
 [ bushing, else the speed regulation ability suffers.  -- Robbie
