Rebuilt Player Piano Plays Weakly

I have completely rebuilt a Starr player piano.  The bottom bellows are
tight and pump up to 14".  The valves and pouches have all been rebuilt,
along with the pneumatics.

When playing a music roll, the sound is always very soft no matter how
hard you pump the bellows.  All 88 note-striking pneumatics play and
the leakage is minimal.  I have adjusted the lost motion and nothing
seems to help the sound -- it plays as if the soft pedal is always on.

Has anyone had the same problem?  Would like information as to my
problem.
