I am not an expert in these things, but I am certain that this was
_never_ from Tiffany's.  A genuine label of the 19th century would have
fine sharp details; this one looks very crude: none of the details look
up to the quality of an item sold at Tiffany & Co.  I suspect that this
is not an antique.
