Ampico B Expression Control Problem

I have an Ampico B player piano that I am having difficulty with the
intensity valves or expression block.

When I run the test roll the sub valve functions properly.  There is
no increase in intensity with the 2 hole, the 4 hole or the 2+4 holes.
There is then a stepwise increase with the 6 hole, the 2+6 holes, the
4+6 holes and the 2+4+6 holes.  The same occurs when I disconnect the
tubing from the 2, 4, and 6 valves, singularly and in combination,
and check with the vacuum gauge.  This is present on both the bass
and treble.

I disassembled the bass intensity valve block and every thing looks
okay.  Since the 2 and 4 valves are working in combination with the
6 valve but not alone, I have to assume that they are functioning,
at least to some degree.  I do not particularly want to take the
expression block apart if I don't have to.

Has anyone had this problem or have any idea what the problem may be?
