Grounding the Mills Violano Power Converter

What is the proper method of grounding a Mills converter?  First: is
the external ground connection between AC and DC output of the converter
necessary to the operation of the instrument?  If it is necessary, would
a 2-wire cord set and polarized plug reduce the shock hazard, or is a
3-wire cord set with grounded converter frame, the proper method?

Second:  if the external ground connection at the converter is not
necessary, would eliminating this ground connection together with a
2-wire cord set and polarized plug, reduce the shock hazard, or should
a 3-wire cord set with grounded converter frame, still be used?  Any
and all comments appreciated.
