The plans that are up for auction are probably from the A. B. Brill
company.  A. B. Brill created blueprints for the carnival industry
after WW2.  His plans often explained how to take war surplus and
make carnival rides and attractions.  He was also known to publish
plans that he didn't create.  I have never seen his calliope plans,
but I'm willing to guess that they are pretty rough.

All of his plans and rights to his plans were sold a decade ago to
a film maker in Los Angeles.  He started republishing them, and then
seemed to lose interest.  Xerox copies of Brill plans show up a lot on
eBay and no one seems to complain about it.
