Automated Tune Identification

Wow.  That's some project.  _All Things Considered_ is a radio show on
National Public Radio in the US.  Like many such shows, it has a short,
distinctive tune for its theme music.  Some years ago, they conducted a
research project to determine how many other pieces of music began with
a phrase similar to that in their theme.  They said that they did this
by using some sort of a musical dictionary whose name I don't recall.
They found several selections, including a string quartet.

Does anyone know about such a dictionary?
