1963 Kimball Player Piano Problems

Dear Foxtail: I am working with a customer that has a model A Kimball
player piano action in it.  The piano was build around 1963 or so.

Everything seems to work okay except that some of the pneumatic key
bellows do not close all the way in order to push the rod up far enough
to make the hammer hit the strings.  I can't find any leaks and the air
vacuum out of the vacuum motor is 44 inches.

This mechanism has plastic valves.  I've tried tracker bar pump and
regulated the manual action with little improvement.  What would be
causing key bellows not to close all the way?
