Seek Scale of 15-note Flute Clock

Hi,  Jeff and I are working on an old flute clock and we have a problem.
We need to determine the scale for the 15 pipes.  They are arranged
across the back (top) in two rows, actually a saw-tooth pattern with
one row of seven and one row of eight.

Unfortunately, the pipes were in a separate box so we don't know where
to put them.  The holes are all the same size, so that's no clue.
Also, the pipes are not original so even the scale is suspect.  I put
it on the barrel reader and tried to find an arrangement that works but
to no avail.  We tried several arrangements and scales.

So, if you have a 15-note flute clock or know someone who does, I'd
appreciate it if you'd send me a note so I can ask some questions about
the pipe arrangement.
