Player Piano Keys Don't Move

I just finished rebuilding a "Standard Action" player piano and it
plays great!  I noticed that the keys do not drop (as they do on
all other players that I've seen) as the roll is playing.  At first
I thought, "Easy enough -- the key lever under the keyboard is up
and preventing the keys from dropping."

I was wrong: there is no key lock on this piano.  When I hold a hammer
against the strings the key will drop only if I help it, but will come
right back up as soon as I remove the very slight weight of my finger.
It seems balanced to return to the up position.

So my question is: Is the piano in need of some adjustment or was it
made like this?  It just looks funny to see the piano playing along
but no keyboard action.  Any suggestions ?
