Rebuilding a Wind Motor

Hello MMD,  I'm still working on the wind motor on my Otto-Higel,
and I have a question about recovering it.  This is the first time
that I've had to handle the heavier motor cloth (I just finished all
the striker pneumatics).

After I glue on the motor cloth I can quite easily peel the cloth
right back off again.  The glue was made thicker, but it still doesn't
seem to be holding too well.  Does the medium cloth require that you
glue it, let it harden, and then glue it again, as I have read with the
reservoir bellows?

The glue is Pearl Hide Glue from Lee Valley Tools with a Bloom strength
of 150 grams.
