Painting a Band Organ Facade

Hi all,  I'm thinking of painting one of the new Wurlitzer 153 facades
made by Paul Dyer up in Indianapolis.  Wurlitzer advertised a white
enamel front, but my landscape painter said that it is hard to paint
on enamel with the paints she uses.  I know what she means: the
bristles tend to separate and leave a thin line where you want a solid
stroke.  What about lacquer?  She suggested latex with a clear finish
over it.

The old facade had something like gesso underneath all the layers of
paint.  I will spray on the base and finish coats before I turn it over
to her for the landscape painting.
