The take-up spool is supposed to stall during rewind to tighten
the roll.  That was one of the features of the Ampico B.  It should
then begin to rewind again until it stalls for a slight second.  If
it is just stalling and staying locked up then you need to open up the
drawer and service the pallet valve and associated valve that enables
this feature.
