Ampico A Subdue Regulation

Hi All,  I am working on regulating my newly restored Mason RA
Ampico A piano.  Some instructions say to obtain the correct subdued
setting by adjusting the nuts on the bass and treble reregulating valve
stems.  Other instructions say to obtain the correct subdued setting
by adjusting the spring tension on the crescendo pneumatics.

Which is correct?  Is there a certain interrelationship required between
the reregulator adjustment and the crescendo spring adjustment?
