Repairing Whistler Bellows

Hi.  I am recovering a little bellows from a whistler.  I have
done them before, but this time the bottom bellows will not hold air.
I replaced the pieces over the paper flap valves and made sure they
were not too tight.  I then used zephyr skin to cover the pneumatics.
I used hot hide glue to glue them down.

I cannot figure out what is wrong as I have never had this problem
before.  Any ideas?
