I have some reducing nipples that I ordered from PPCo (that I need!),
but they were very simple.  The nipples are just two brass tubes, one
soldered inside the other.  Since the size difference isn't that great
(at least it wasn't on this one; I don't know the size gradient on the
#351 nipple), you could try to make your own nipples this way.
