I bought a Lee Valley model 1125 punch set, catalog no. 33Y01.05
from www.leevalley.com and it works just fine.  It twists as you
push down and gives a clean hole.  The punches are 1.5 mm to 4 mm.
I think I read about this on the MMDigest a couple of years ago.
