Seek Tuning Scale of 28-note Barrel Melodeon

Does anyone have the tuning scale for a small melodeon or barrel
organette?  The barrel is 13" x 2.5", with 28 notes.

There is no tune list or markings on the melodeon other than a circle
with a star shape pressed on the end of the tune roller and the number
"8" stamped in ink.  About 75% of the reeds are intact, the rest have
missing tongues.  The melodeon is similar in design to those made by
William Spathe.  I have located the tuning scale of a larger sized
27-note model but it's not the same.
