If you need flat wire occasionally you might be able to enlist the
help of a local jeweler.  Jewelers (those who actually make, not just
sell, jewelry) have precision rollers for forming gold and silver,
etc.  Some of these rollers are very sturdy and could probably handle
harder wire too.
