Seek Musical Box Tuning Scale

I have been asked by one of my customers to have a look at an old
musical box.  Usually I would say no, but they are begging me to do
something to improve the musical box sound -- the tone is completely
illogical at the moment.

There are 28 tines.  The tines seem to be in acceptable condition
except for two that have been repaired at some stage.  Is there a scale
standard or any type of register to set the tuning of the tines to?

The musical box is very similar to the Paillard photos I found, with
a crank handle inside the box on the left hand side, with limiting
mechanism, and governor on the right hand side.

There is a serial number printed all over the instrument: 80368.
The measurements are 23 inches x 10 inches x 6 inches.  There are
two switches: play/stop and change/repeat.

Hopefully there is someone out there that can help with either the
scale of the instrument, or the tuning.
