Steel for Making a Musical Movement Comb

Hello,  I would like some more information on the making of a comb
for a music box or, in my case, a musical movement for a carriage
clock.  I have here a movement from the early 1900s with 36 teeth.
A whole lot of teeth are broken off and the rest is terribly out of
tune.  It is a simple comb, no dampers but with lead weights attached
to many teeth.

Making a replacement comb comes to mind but I have no idea what exact
type of steel to use and how to go about it best.  Maybe someone here
can help?  Maybe someone even has a replacement movement or parts.
