Angelus Air Motor Governor Calibration Screws

I have been restoring the air motor governor on my Angelus grand piano.
It is an early Sir Herbert Marshall Rose & Sons piano, circa 1908.
There are a series of 10 machine screws partly choking off a series of
10 holes in the governor block, all set at different settings.

The thing is, I had to remove these screws for cleaning up and have
reinserted them to where I think they were, but my question is what are
they for and why so many with so many channels?  How is one supposed to
set them?  The governor does not seem to be working too well now, either.

Any help from anyone who has perhaps seen one of these before would be
much appreciated.
