The right answer is "there is no right answer!"  If you are one of
those tidy individuals who likes their rolls to look nice in and out
of their boxes, and you don't mind the occasional inferior rubber
band going bad and marking the roll, then the rubber band is for you.

If, on the other hand, you are one of those "handless" (opposite of
"handy") individuals who fumble with screwdrivers, occasionally
trying to use the wrong end by mistake, then you will probably damage
a roll or two when you put the band on, so beware.

I have had many years' experience putting rubber bands on rolls, and
have even experimented with different types of rubber, preferring
Neoprene where available.  You should just experiment and see what
works for you.
