Adjusting the Tempo of a MIDI File

I am a greenhorn neophyte at everything MIDI.  So far, I have been
told that MIDI files can be altered statically to achieve changes in
speed.  I have to wonder if there is not some kind of technology to
slow down or speed up MIDI performances simply for the playback.  If
so, it seems likely that this would be some kind of box that the MIDI
signal is fed into with a hard drive in it and some way to change the
output tempo.

Does anyone out there know of any such thing?  And while we're making
queries about MIDI, can anyone recommend any comprehensive resource
books or sites on the subject?  This dunce would be pleased to find
enlightenment.
