Loose Treadles on Aeolian Cabaret Player Piano

I recently visited a woman with an Aeolian Cabaret model player piano.
There was an air leak somewhere in the piano, and we found that
turning the volume all the way up temporarily remedied the problem.

The piano also has its original foot pumps, but they are somewhat
loose and swing from side to side if you pump too hard.  I looked at
the screws that they were mounted with and they weren't very loose,
but when I got a screwdriver, they had such shallow grooves and
a weird pattern that they wouldn't turn!

Can anyone offer help on the situation?  She wants to use the foot
pumps but is afraid something will twist or break.
