Poor Suction at Tracker Bar

Hello All,  I am working on a Virtuolo player piano, and I am fairly
new to player maintenance and repair.  I rebuilt the Tempo pneumatic
(the plywood was delaminated, etc.) and was careful to maintain the
dimensions.  The pneumatic tests fine for air-tightness.

When re-installed, the Tempo control changes the speed fine, but many
of the notes are not playing fully (they will depress partially but not
sound).  Am I correct in assuming that there is insufficient vacuum at
the tracker?  The piano is in poor condition, but the client swears it
was working before it arrived at their house.

Any suggestions as to where I should start troubleshooting would be
greatly appreciated.
