Hello Ken, a beautiful box!  I believe the purpose of the weighted arm
with the spring that you couldn't figure out is a safety stop, so that
should the governor become disconnected for some reason, the ball would
fly out, compressing the spring, and catch on the pin and stop the
movement, thus preventing a "run" which would break tines.
