Proper Suction When Testing Valve Travel

I am currently rebuilding an early Baldwin player action and am
measuring the valve travel (.047") with the pouch chambers assembled
and suction applied.  The valve travel measured varies by the amount
of suction I apply to the system.

Is there an ideal suction when measuring valve travel in this way?
I would expect this foot-pumped unit to operate between 5 and 20 inches
water, so would it make sense to set the valve travel while keeping a
consistent suction, of perhaps 10 inches of water?
