Tuning a Coinola K

This project has turned out to be a real learning experience; the
problem is I am not sure what I am learning!  I am reasonably sure
the hoses are not displaced by one note.  The pipes are all stamped
with the note they play.  Using our tuner and blowing the metal pipes
by mouth (and recognizing the fact that this will not be completely
accurate), the pipes are set slightly flat of A=415 Hz with their
adjusting slide set as sharp as it will go.

I know that this is "not right", based on all the helpful and welcomed
responses I have gotten from my earlier post, but this would seem to
mean that for the pipe adjusting slides to be off their stops I should
be setting for A=400 Hz or even a little lower.  Does someone want to
tell me what I am learning?
