Matthew,  It all depends on the use the twill tape is intended for.

In my area of expertise, pipe organs, twill tape is used for attaching
the upper part of some larger pipes to a rack for the purpose of keeping
them vertical.  Then the only aspects of the twill tape to be looked
after is its thickness and width in order to keep a good strength.

The quality of the material might be important, too, in attaching pipes.
Twill tape made of cotton only will dry and break way sooner than twill
made partly with flax fibers (linen).

I guess in pianos that might be different if the twill tape is only
used to muffle undesired vibrations of the part of the strings between
the frame and the tuning pins.  You still can bring to the fabric store
a sample of the old twill tape to check for the correct thickness and
width then give it a try in your piano.

Another source than piano specialised companies for buying good quality
of twill tape is Organ Supply Industries, easy to find on the 'Net using
Google or any search engine.
