Tell them directly.

A somewhat analogous problem occurred around 2012 in the European
community: A new law would ban the use of lead in all electrical
devices.

At one point, someone found out that church organs would count as
electrical devices if they use an electrical blower (i.e., almost
always), and hence organ pipes would no longer be allowed to contain
lead!  After suitable protest that this would require _all_ church
organs to be torn down, organs were exempted.  See, e.g.
