Unfortunately neither picture includes the details that help identify
makers: the roll boxes, the roll flanges and the tabs.  The paper on
the boxes looks very much like British Aeolian, as do the perforations
--- which would tell us that it's a Taylor carillon (John Taylor,
Loughborough).  The spool ends being the characteristic 'biscuit'
design would make that definitive.

If this is a correct inference, looking for Taylor installations in
Australia at http://www.towerbells.org/data/IXAPfdy.html#T  will give 
a candidate carillon list from which those with automatic operation
can be identified.  One such, for instance, is the Bathurst war
memorial (1929/1933) where, we are told, the ""temporary" electro-
pneumatic system is still in place, though defunct for many years."
I'm not saying the rolls came from it, of course.
