Having had rolls returned many times due to Postal Inspector
illiteracy, I strongly suggest suggesting attaching a note to
the outside of larger shipments declaring the contents to be
"music rolls qualified under E713 section 1.1 subpart e".

It will save everyone a lot of trouble.
