Reading this item, I guessed that it was parchment paper being
suggested. There are issues to consider. Parchment paper is 100%
cellulose. It is also acidic. It is made for temporary use.

One material comes to mind, which is non-abrassive, archival,
pH neutral, and inert. Tyvek may or may not be suitable for hole
punching but I believe it has advantages.
