Regarding Clark McNally's posting about the Baldwin Manualo regulator,
I'm inclined to ask: What regulator are you speaking about?

Looking at the Manualo Service Manual (which is available at the link
listed just below), the only mention I find of a "regulator" is the
automatic roll regulator pneumatics.  However, there is no spring
involved with those pneumatics.

My thought is that Clark might be referring to the tempo governor, which
has a fairly large spring.  However, in looking at the pictures and
reading the associated text, I can find no mention of a pouch in the
governor.  Also, it appears that the switching action for "play" and
"fast rewind," and the tempo adjustment and regulation of the governor
are all handled mechanically.
