Gulbransen "Fishing Pole" Tracking Mechanism

Hi All,  Does anyone know who manufactured the Gulbransen
"fishing pole" roll tracking device?  After hours of searching,
it appears that the device was not patented by Gulbransen.

By the way, the supplement to the Gulbransen Shop Chart, which
explains the operation of the device, is dated October 1, 1921.
And, the last patent date on the piece in the spoolbox is Dec 24,
1918.  The patent refers to a device used to regulate lost motion.
Also, the date on the shop chart is 1919 and it shows the manual
roll tracking device/adjuster.
