Unknown Waltz Played on "De Lange Gavioli"

I am seeking information on a waltz played by the "De Lange Gavioli"
in a clip on YouTube.  Copy and paste this link directly into your

The clip calls it "Carousel - Allegro for Flute" but there is no other
information such as composer, date, origin, etc.  I've liked it for
years, and as yet I have still not been able to find any other details
regarding it, or to find it played on any other source as either a
mechanical, recorded, or live performance.  I think it would be great
arranged as part of a Wurlitzer 165 band organ roll.

Does anyone know more about this piece?
